This is a segment of the Walt Disney film The Three Caballeros titled "The Cold-Blooded Penguin" starring a penguin named Pablo who is so fed up with the freezing conditions of the South Pole that he decides to leave for warmer climates. Being released 8 years prior to the first Chilly Willy cartoon and starring a penguin with similar motives to Chilly Willy, this may have been the inspiration for Walter Lantz's animated penguin that we all love.
